Prepare the tempura batter by whisking egg and ice-cold water in a bowl. Sift in flour, baking powder, and salt. Mix lightly, leaving lumps for crispiness.
Combine julienned carrot, onion, sweet potato, and green beans in a bowl. Add chopped shiso leaves and mix well.
Heat vegetable oil in a deep pan to 170°C (340°F). Dip vegetable mixture into the batter and fry in small batches until golden and crispy, about 3-4 minutes per batch.
Prepare the shiso dressing by mixing soy sauce, rice vinegar, and sugar in a small bowl until sugar dissolves.
