Prepare the dipping sauce by mixing hoisin sauce, peanut butter, soy sauce, lime juice, sugar, minced garlic, and chili sauce in a bowl.
Soak one rice paper sheet in warm water for 10-15 seconds until pliable.
Lay the softened rice paper on a clean surface. Place a small amount of rice vermicelli, carrots, cucumber, lettuce, mint, cilantro, and basil in the center.
Fold the sides of the rice paper over the filling, then roll tightly from the bottom to the top.
