Preheat smoker or grill to 250°F (120°C).
Mix salt, pepper, garlic powder, onion powder, and smoked paprika in a bowl. Rub the mixture evenly over the short ribs.
Place the ribs on the smoker or grill, bone-side down. Smoke for 3 hours.
While smoking, combine BBQ sauce, apple cider vinegar, brown sugar, Worcestershire sauce, and Dijon mustard in a saucepan. Simmer for 15 minutes, stirring occasionally.
After 3 hours, brush the ribs generously with the BBQ glaze. Continue smoking for 1 more hour, basting every 20 minutes.
Remove ribs from the smoker and let rest for 15 minutes before serving.
